Reconstruction Design Council
Prime Minister Naoto Kan on April 11, one month after the unprecedented Great East Japan Earthquake, launched a “Reconstruction Design Council,” composed of experts and chaired by Mr. Makoto Iokibe, President of the National Defense Academy, and, to discuss reconstruction plans. The 15 Council members include key figures in various fields and the governors of the severely damaged Iwate, Miyagi and Fukushima prefectures. Under the Council, a 19-strong study group was set up comprising scholars and experts from business and labor circles.

At the first meeting of the Council held on April 14, Prime Minister Kan requested its members, “We should not simply return the area affected by this disaster to the way it once was – we should rather create a new future for our society.” In his paper describing the basic policy of the Council, Mr. Iokibe put forward the following five concepts:
(1) It is a bipartisan conference for Japan and the Japanese.
(2) It will come up with a master plan as a nation, based on the needs of the affected areas.
(3) It aims not at simple reconstruction but at creative reconstruction.
(4) Assistance and burden-sharing across the nation are vital.
(5) The blueprint should give hope for tomorrow’s Japan.
As to the financial resources for rehabilitation from the disaster, Mr. Iokibe proposed to create a “disaster rehabililtation tax.” The Council will decide on what should be discussed by mid-May and come up with its first proposal by the end of June.

Rehabilitation Budget Bill and Disaster-related Bills
The Yomiuri Shimbun of April 12 reported that it learned on April 11 that the government and the ruling parties had compiled the outline of the first FY2011 supplementary budget bill totaling about four trillion yen intended for recovery and reconstruction from the Great East Japan Earthquake. The Yomiuri reported that the budget would be used for reconstruction of river banks, roads, fishing ports, farmland; public housing for disaster victims; disposal of debris and other disaster wastes; and assistance to those related to agriculture and fisheries. As financial resources for the budget, the bill is intended to cut the government share rate of the basic pension (2,500 billion yen); to use a part of the contingency funds meant for economic crises and local revitalization (up to 800 billion yen); to suspend the further increase of the child-raising benefit (200 billion yen); to temporarily freeze the plan to make highway tolls free or lower, etc.

Newspapers reported that the government and the Democratic Party of Japan have decided to submit these disaster-related bills to the Diet in three stages. They are also planning to submit within April an ad hoc special bill to exempt taxes for disaster victims who will buy land or houses, a revised bill for the local tax law, the bill for a “basic law on reconstruction,” and other bills together with the first supplementary budget bill.

Temporary Houses
On April 10, Prime Minister Kan visited Miyagi Prefecture and at the office of Ishinomaki City talked with heads of local governments including Mr. Yoshihiro Murai, Governor of Miyagi Prefecture, and Mr. Hiroshi Kameyama, Mayor of Ishinomaki City. In response to requests for early construction of temporary houses and for secured employment in disaster-hit areas, Mr. Kan said that he would like to aim to build, for the time being, 70,000 temporary houses. As of April 15, local governments of afflicted areas requested 72,290 houses to be built, and a little over 10,800, in six prefectures all told, have been completed or started (source: The Ministry of Land, Infrastructure, Transport and Tourism).

Fukushima Daiichi Nuclear Power Plant
On April 17, the Tokyo Electric Power Co., announced a two-staged road map toward controlling the Fukushima Daiichi Nuclear Power Plant problem. The road map comprises the “first step” intended to cool stably the reactors and the spent fuel pools and to secure facilities to hold contaminated water, and the “second step” intended to put the reactors into cold shutdown conditions, and to dispose or re-use contaminated water. TEPCO aims at completing the first step in about three months and the second in six to nine months. The utility company mentioned its mid-term aims, which include taking out fuels and putting up overall facilities for disposing contaminated water.
